ICAO signs MoU with Amadeus for NCLB

Amadeus and ICAO have formalised a Memorandum of Understanding (MoU) in support of ICAO's No Country Left Behind goalAmadeus and the International Civil Aviation Organization (ICAO) have formalised a Memorandum of Understanding (MoU) in support of ICAO’s No Country Left Behind goal (NCLB). The partnership seeks to enhance the capacity of states to adopt advanced digital technologies that improve the efficiency, safety and sustainability of international air transport systems.

The collaboration will help ICAO Member States advance in their digital transformation journeys and more rapidly realise the social and economic benefits that air travel brings. Under the terms of the agreement, Amadeus will contribute its technical expertise, share knowledge, and support initiatives to foster innovation in aviation and travel, in alignment with ICAO strategies, including the TRIP framework and Doc 9303 specifications. Amadeus will support this effort by leveraging its experience in travel technology, digital identity, biometrics, and data management — areas that are increasingly vital to the modernisation of air transport systems.

This collaboration focusses on:

  • Capacity-building and technical assistance to states to enhance their implementation of ICAO Standards and specifications; 
  • Promoting the interoperability of biometrics between countries, consistent with ICAO Doc 9303 and TRIP Roadmap;
  • Training programs focused on the technical and regulatory aspects of digital identity and biometrics in travel, incorporating best practice and leading examples of tech-enabled aviation and border control processes to accelerate the work of ICAO members.

Juan Carlos Salazar, Secretary General,  International Civil Aviation Organization said: “The digitalisation of identity documentation and management is essential to air transport’s expansion and transformation. ICAO’s collaboration with Amadeus will contribute to our Member States’ effective adoption of these new technologies, in line with our leadership towards our vision of safe and sustainable air transport for all by 2050.”

The two organisations are currently defining a timeline and roadmap that will guide the collaboration with initial NCLB deliverables expected in the first half of 2026.
