VINCI Selected to Operate Cambodia’s New Techo International Airport

Cambodia Airport Investment Co., Ltd. (CAIC), a subsidiary of the Overseas Cambodian Investment Corporation (OCIC), has selected VINCI Airports to operate Phnom Penh’s new Techo International Airport (TIA). The agreement was signed by CAIC Chairman Pung Kheav Se and Nicolas Notebaert, President of VINCI Airports. Techo International Airport is being developed by CAIC, a joint venture between OCIC—one of Cambodia’s largest infrastructure developers—and the State Secretariat of Civil Aviation (SSCA). The project aims to support Cambodia’s aviation growth over the next 50 years and meet long-term transportation demands in the region. “By appointing VINCI to operate key airport services, we reaffirm our commitment to enhancing Cambodia’s infrastructure with projects that meet international standards,” said Pung Kheav Se. OCIC, marking its 25th anniversary in 2025, has spearheaded major urban development projects in Phnom Penh including roads, bridges, housing, commercial centres, and industrial zones. Techo International Airport represents the next phase in its efforts to boost Cambodia’s economic growth and regional connectivity. VINCI Airports, which has been operating Phnom Penh International Airport since 1995, brings global expertise to TIA. In 2024 alone, VINCI handled over 300 million passengers across a network of 70+ airports in 13 countries. “We are proud to continue supporting Cambodia’s aviation sector. Techo International Airport will also feature retail and dining experiences curated by international and local operators. French companies Lagardère Travel Retail and Newrest will oversee duty-free and F&B services. Passengers can expect a mix of global and Cambodian brands, including Starbucks and local favourite Brown Coffee. Designed by global consultants including Foster + Partners and Changi Airports International, the terminal promises modern open spaces and efficient services for travellers. The airport is scheduled to officially open to passengers on 9 September 2025.
